It's been suggested that if you finish with the highest PI score and/or get the good Chelsee ending that it will open up for you. I myself got all three (comics, highest rating, Chelsee ending)in the one playthrough so can't confirm.

OK, got all 20 this time and got something better for an ending.

Glad you made it in Jim. I still enjoy watching the remastered Access Software intro.
