Apparently he's supposed to be someone from the past - a patrolman - I don't remember him - what game was he from?

He isn't in the older games that I know of. I figured it was just a random patrolman Tex has encountered over the years at the NSFPD. Like Tom Bombadill in the LOTR movies. Offscreen

Tex said it had been 10 years since he saw Danwicz as a patrolman. That'd be about right for the Martian Memorandum case. Still a no-name, though.

I also didn't know that the actor who played Malden was Chris Jones's brother, nor did I know that he passed away 10 years ago.

Now I want to dig through Martian Memorandum for a reference to the Soup Nazi of the Future. Tesla Effect is one of the most metaphysical love letters to a game series ever. It's just deep.

Can't say I'm a fan of Lt Danwicz: he just lacks the sparkle, charisma, and energy of Malden and Clements.
