I am starting to play the new DVD version of Overseer on GoG and I am wondering on how do I increase cut scene to full screen instead of seeing a small letter box in center with a full black background? Thanks.

You used to be able to do this by modifying the MCI Area in tex.ini, but unfortunately the updated version doesn't use this anymore, and as far as I know, it's not possible to get the video to fill the screen.

The can change the game display window to fullscreen in the config panel but not the video. The video has only ever been this size
