If you have tried (both) the original CD and the VCD, and neither is being recognized in the game, then it would seem that the disc is defective/ damaged. But you're saying: "Disk is okay". I'm not doubting that the disc is okay, but I'm wondering how do you know (for sure) the disc is okay?
I'm also running Win 98, using FarStone VCD manager for all of my multi disc programs, including: UAKM, Pandora and others. And there was one game, Riven, that I had the same problem with disc 3 as you are having with UAKM disc 4. I couldn't find any reason for it not being recognized; it was clean and had no visible scratches or damage of any sort. Well, a friend let me use his disc 3 to make another VCD to replace the original one, and sure enough it worked.
