I doubt he would be within this game's price range. He's currently co-starring in a sit-com called Suburgatory on ABC in the US. It gets pretty good ratings, and just got renewed for a 2nd season. Alas, he'll probably be busy, but hey no reason not to try to get him anyway.
Mark Hamill is also a good choice!

Ooh, Kate Mulgrew would be a PERFECT fit, I think. And I love to see Claudia Black in anything. Her range is enormous.

I just had a brainwave. These don't come along very often, so bear with me.
How about
Michael T Weiss from The Pretender? He hasn't done much lately but has been involved with VG work before (eg he was the main character in Planescape: Torment) and I would LOVE the chance to see him again.
Failing that, his brother from the series
Jeffrey Donovan, Burn Notice star, would do

MTW even starred in that show as a villain for a multi episode arc.

Since no one has mention it yet, Nathan Fillion from Firefly and Castle. He's a huge gamers, and has done quite a few pet project things (Dr. Horrible, for example). On that line too, Felicia Day. Of course, I say that as I have an old adolescent crush for cute, fair skinned, nerdy redheads.

Christopher Walken. I know he takes on... budget projects, all based on whether or not he has time in his schedule for it.
And c'mon, between Chris Jones and Chris Walken, even a blind man could enjoy a scene they shared!

I've once said if Chris Walken and Sam Jackson were to share a scene together the universe would collapse in on itself. I fear this may be the case as well!

If we get Sam Jackson, we're gonna have to go for an MA rating. He *has* to say Motherf***** in everything he's in at least 5 times I think. It's a rule!

Ok, if we're going to be kind of realistic and stick to mid-tier character actors, I'm going to say:
Jon Polito - This guy is a great character actor, really funny, and I can totally picture him in this world. He plays a great pathetic scumbag type.
Stacy Keach - He was great as Mike Hammer, but he's still great now as an old man. I loved him in the sadly shortlived series Lights Out last year.
Nick DiPaolo - More comedian than actor, but his role in Lucky Louie makes me think he could play great Nilo type.
Zander Shloss - Again, not really an actor, but he's been in a few movies and he was always great. His character in Repo Man was the template for Napoleon Dynamite.
Stephen Root - Great in everything he does. Might be a little hard to get but if he like the role, maybe not.
