What does this mean for future of Tex ?
I would be well up for helping out. It doesn't mention Tex so I don't want to assume that Take-Two owns the rights to the franchise although there is some logic that they may.and whilst Take-Two retains the rights to the Amped, Top Spin and Links, there has been no confirmation to date on development of any future titles in either of the franchises.

I think after Microsoft *finally* (after years of sitting on it) let the Tex Murphy name go, Aaron had the rights again. Since there's not been anything solid yet regarding a new game project/venture I assume no rights had to be relinquished yet to anyone else. So unless someone says otherwise, it should be safe to say, he owns Tex Murphy.
