I personally would recommend installing Windows 98 Second Edition over Windows 95... mainly becuase, like Windows 95, it has full Dos support as well. The advantages over Win95 however include: better computability with newer hardware (not current, but fairly new). So for example, if you wanted to install an Sound Blaster Live! card for a better audio experience, or upgrade to a DVD Rom Drive for Overseer you will have a better chance of getting them working on 98 than with 95.
I have an old machine running 98SE, and it plays all 3 Tex Murphy games perfectly. You can either follow some of the instructions on how to copy all CD data to the game's data folder or create virtual disc images to eliminate the need to even use the CDs to run the games. Both work fine.
