Ruben is correct, video drivers can be a pain. Sometimes when the new drivers are released it'll affect some games and applications in a negative way but improve in others. I find it odd that the you get cd drive activity with my files as they make the game look for the data folder in the game directory and not on a disc. I think when i copied over my overseer.exe and tex.ini along with the data folder from the dvd it was no longer down sampling the video. I only tried to get the game playable using Basti007's installer. I don't have alot of time to test this but if you want to try something.... Try installing Intel ...

if you use that installer with the elcard, my "overseer.exe" and "tex.ini" than copy the DATA folder from the dvd to the game directory...it'll play from your hard drive.

Try replacing the tex.ini file that was installed with the one from my archive. Change the cd_map to the letter of your drive. start the game again and choose the DVDexpress decoder even though it is not installed. I also had to change lockvideo=0 to lockvideo=-1.
