The Fresno Office is located in a part of California where the radiation levels are still pretty high...making this a good place to have a secret base of operations. Nobody comes around here often. When Tex arrives, however, the place seems to be abandoned, giving him free reign of the place.

On the floor, in front of the front door, is a piece of mail. Pick it up and examine it. Obviously, this place hasn't been abandoned for very long...if it's even abandoned at all. They're still getting mail.
On the wall, around the corner from the door, is a large map. There are three time zones highlighted on the map, but why those particular time zones? This'll come in handy in a minute...
On top of one of the packing boxes is a day planner. Pick it up and examine it. It's open to a week containing a very strange schedule. In fact, one would be hard-pressed to actually follow such a schedule. And what's that about "Three sets of three?" This has to have some sort of significance.
The only thing left of any great interest is that commemorative plate display up on the wall above the bookcase. Take a look at the plates. Looks like they could be rotated somehow.
Also, there's something trailing down from the display behind that bookcase. Some sort of conduit. Why would a plate display need any kind of electrical wiring?
Move the bookcase out of the way to find out what that conduit leads to. A safe. Opening that safe must require the plates to be rotated in some way.
Move one of the plates to get a closer view of the plate display. Notice that each of the plates corresponds to the cities listed in the day planner: San Francisco, Paris, and Sydney.  The time listed under San Francisco is 6:00 P.M. Turn the first plate until it reads 6 P.M.

Before you move the other two plates, though, be sure you know how to move them. You might assume that the other two plates need to be moved to the times written in the day planner. Don't forget about that little phrase "Three sets of three," though. This is where the time zone map comes in.

Look at the map, and notice that the highlighted areas include the three locations in the day planner. Starting with the first time listed: San Francisco - 6 P.M., determine the time it would be in the other two time zones. If it's 6 P.M. in San Francisco, it would be nine hours later in Paris, or 3 A.M. In Sydney, it would be nine hours later than in Paris, or eighteen hours later than San Francisco. So it's 12 P.M. in Sydney. You have to follow this procedure for each of the three plates, which is what the "Three sets of three" refers to.

Following this procedure, the plates should be set in the following order:
